I wonder why we even bother with such agreements when they are broken and discarded at will. As Putin said a long time ago the US is not agreement capable. The Minsk Agreements were a sham,and START didn't stop the attack on Russian bombers.

That s exactly correct, that USA is not agreement-capable. It has also voided any prospect of "negotiating" any international disputes. But this Russian proposal involves mainly Ukraine and Europe, USA involvement is not required, in fact, it is to be locked out of involvement. They are not agreement-capable because of a threat-generating mentality as well as from having no consistent governance, flipping from one ideologue to another in elections.

The US claims to be sovereign when it is not -- but really a mish-mash of conflicting interests....'having no consistent governance, flipping from one ideologue to another in elections."

Now it has become the agent of chaos , trying to save its ass. They don't realize the price they pay for lack of continuity and their endless corrupt indulgences.
